I planted some roses outside, and now there are little white insects all over it, how can i get rid of them?

When you touch the roses, you feel a sticky substance on your fingers after.

They’re aphids. A strong burst of water from the hose after the sun is off the roses will knock the aphids off the plants and avoid chemicals.

mix water and dishwashing soap and keep spraying it on

The first two sites are about different diseases and pests that can get to your roses. The first one is pictures to identify the problem. You can decide what it is, then type in “how to get rid of . . . ” whatever it is in your search engine.
The others have tips that might help once you identify the problem.
