What can I do before winter for my garden to keep the bugs out next spring?

We had a lot of bug probs this spring and summer in our veggie garden, many many japanese beatles and green horned catapillars (eww) and many others. I’ve read that the grubs from all these insects can live in the soil over winter and then they’re back again come spring. What can we do to avoid this problem?

When the plants have died down for winter try giving the soil a soaking with a solution of Jeyes fluid. My grandfather used to swear by it.

No matter what you do they will be back.
