Spring Garden Street is about 10 minutes walking distance from Center City Philadelphia. During the day, I would say that it will be safe for you to walk around and sightsee but at night, I would be a little more wary. Even though, it’s near the touristy part of the city, that neighborhood can be a little intimidating for some people. If you are used to big cities, then you will be fine.

Spring Garden is a neighborhood north of center city. Not the best neighborhood in the world, but at least you can use the subway to get downtown. Don’t go any further north…big troubles.

Spring Garden is a Philadelphia street, that is it. No neighborhood is called Spring Garden, in fact, the neighborhood Spring Garden is in is call the dreaded North Philadelphia (Norf Philly, for short). Do not ask anyone in the neighborhood for directions, and do not give the pan-handlers change. For they will know you are indeed a outsider and they will probably try to mugg you. Look for a hotel in Center City, or even South Philly. But watch out for the white kids in white t-shirts. They think their thugs and their probably try to rob you. Ha!

Philly E just about narrowed it down for you. To sum it up, I wouldn’t stay there. There are other options in Philadelphia like the Marriott on Market Street, e.g. there are other quaint little hotels throughotu Center City. You want to stay close to Market street area between 2nd St – Broad St. This is area is more convenient for tourists.
Brian E also mentions the Eastern State Penit. This is also a good tourist atraction.

I don’t live far from the area at all and can tell you for a fact that Spring Garden isn’t ‘da hood’ or anything like that. There are actually a lot of good bars in the area and new ones coming seasonally. Monk’s (a great bar downtown) is opening up another restaurant, Brigids in Fairmount (the same area just about…it’s a constant debate among natives which area is what name anyways, so it doesn’t matter). THere’s McCrossen’s on 20th, St. Stephens on 17th, the Bishop’s Collar, London Grill…all kinds of places. Now, if you head NORTH of Spring Garden, then it starts to get a little less safe.
The only hotel I can think of in what may be called that section is the Best Western on 21st and Hamilton. If that’s the case, then…eh, it’s ok. The hotel isn’t so hot on the outside and the neighbood looks kind of hairy (it’s really not and the homes north of Spring Garden Street–where the bars are–are beautiful). I mean, there’s a police station right there, so it’s not like there’s really even a threat of trouble.
